Categories house boards,
boards SOMETIMES house sub-boards.
(For example, the RP Genres are sub-boards to the Role Play Board on my site)
Creating Categories just gives you more dimension, therefore it's not always needed. I did not have any more than one category on Portray until recently when I was adding a board wide RP.
